Ministry of Human Resources and Social Development (MHRSD) seeks to enable people with disabilities to obtain suitable job opportunities and education that guarantee their independence and integration as active members of society, and to provide the same with all facilities and instruments that help them achieve success and invest the latent energies in proportion to their abilities and potentials through diversity in the fields of vocational internship in line with the capabilities and needs of each group and the exploitation of medical, social, psychological, educational and vocational services to assist PWDs in achieving the maximum possible degree of functional effectiveness, with the aim of enabling the same to comply with the requirements of his natural and social environment, as well as developing his abilities to be self-reliant and make him a productive member of society as much as possible.

خدمة طلب بطاقة تخفيض أجور الإركاب

يمكن إصدار بطاقة رقمية لتخفيض أجور الإركاب للأشخاص من ذوي الإعاقة السعوديين ومرافقيهم من خلال هذه الصفحة. وتوفر هذه البطاقة تخفيض 50% على وسائل النقل الحكومية حسب الضوابط والشروط المعدة.

يمكن إصدار بطاقة للتسهيلات المرورية للأشخاص من ذوي الإعاقة من خلال هذه الصفحة، وتمكنهم هذه البطاقة من الدخول إلى مواقف المرافق العامة، والوقوف في مواقف السيارات المخصصة لهم دون قيود في جميع أنحاء المملكة إلكترونيا.

الوصول الشامل

تبنى مركز الملك سلمان لأبحاث الإعاقة ضمن برنامج الوصول الشامل إعداد الأدلة والتنظيمات اللازمة لتهيئة البيئة العمرانية وتهيئة وسائل النقل والأماكن العامة لتيسير حركة ذوي الإعاقة. وهذه الأدلة هي:

  • Home Social Rehabilitation Care Program for People with Disabilities, the Elderly and the Bedridden, where the preventive and social services that they need in their family and social environment were provided with the aim of improving their personal capabilities to achieve independence and self-reliance, in addition to disbursement of monthly financial aid and medical devices to PWDs.
  • Providing digital certificate to reduce passenger wages on public transportation, digital certificates for traffic centers, and digital certification for autism disorder to PWDs.
  • Providing visa exemption program for PWDs.
Mowaamah Program



Mowaamah is one of MHRSD programs; launched in the implementation of the Kingdom's strategy for the rights of PWDs. Mowaamah aims to enable PWDs to obtain suitable job opportunities, and provide them with all facilities and instruments that help them achieve success. In addition, motivating enterprises in the private sector to provide an appropriate work environment for PWDs, according to specific criteria and requirements that enables the enterprise to obtain the necessary license to employ them.

King Salman Center for Disability Research Comprehensive Access Program

Within the Comprehensive Access Program, the King Salman Center for Disability Research has adopted the preparation of the necessary guides and regulations to create the urban environment, transportation and public places to facilitate the movement of people with disabilities. These evidence are:

  • Ensuring protection against abuse of all kinds.
  • Providing assistance and treatment, and working to provide the necessary shelter, social, psychological and health care.
  • Taking the necessary legal measures to hold the culprit accountable and punish him.
  • Raising awareness among community members about the concept of abuse, and its consequences.
  • Addressing the behavioral phenomena in society that predict the existence of an appropriate environment for the occurrence of cases of abuse.
  • Finding scientific and applied mechanisms to deal with abuse.

Comprehensive Rehabilitation Centers (for severely PWDs)

A type of centers for the care and rehabilitation of PWDs, including sections for vocational rehabilitation and sections for social rehabilitation for severely PWDs. These centers were established to work on assembling rehabilitation services in one unit that provides services from one source and under the supervision of one administration for all categories of PWDs of both genders separately, and in which all services and benefits included within the social rehabilitation centers and vocational rehabilitation centers are provided with the same previous enrollment conditions for social rehabilitation centers and vocational rehabilitation centers combined. 

These centers are specialized in accommodating cases of severely PWDs who are not capable of vocational rehabilitation as a result of severe disability or dual disabilities. The number of comprehensive rehabilitation centers in the Kingdom is (38).

Categories that are accepted in comprehensive rehabilitation centers, for example, but not limited to:

  • Severe physical disabilities such as severe duel amputation, quadriplegia, cerebral palsy, or limb atrophy.
  • Dual disability, such as intellectual disability (ID) with blindness, ID with deafness and muteness, or paralysis with blindness, and other duel disabilities. 
  • Moderate or severe ID.
  • Any of the cases that are not valid for special education or vocational rehabilitation.

ቀጣሪው የኢንሹራንስ ክፍያ መክፈል ሳያስፈልገው በአሰሪው ግለሰብ ማቋቋሚያ የብሄረሰብ ፐርሰንት ውስጥ ይቆጠራል። አሠሪው ከአንድ በላይ የግለሰብ ማቋቋሚያ ካለው, አሠሪው በዋናው ቅርንጫፍ ውስጥ ብቻ በብሔረተኝነት መቶኛ ውስጥ ይቆጠራል.

19. አሰሪው በብሄረሰብ መቶኛ ተቆጥሯል?

ቀጣሪው የኢንሹራንስ ክፍያ መክፈል ሳያስፈልገው በአሰሪው ግለሰብ ማቋቋሚያ የብሄረሰብ ፐርሰንት ውስጥ ይቆጠራል። አሠሪው ከአንድ በላይ የግለሰብ ማቋቋሚያ ካለው, አሠሪው በዋናው ቅርንጫፍ ውስጥ ብቻ በብሔረተኝነት መቶኛ ውስጥ ይቆጠራል.

18. ለምን የሳውዲ ሰራተኞች ቁጥር ከእኛ ጋር ካለው ትክክለኛ ቁጥር የተለየ ነው?

በሚኒስቴር መስሪያ ቤቱ የተመዘገቡት የሳዑዲ ዜጎች ቁጥር የማቋቋሚያውን መረጃ ካዘመነ በኋላ በGOSI የተመዘገበው ቁጥር ነው። ስለዚህ፣ ሁሉንም የሰራተኞች ምዝገባ መጠን ለ GOSI መክፈል አለቦት። የሳውዲዜሽን መቶኛን በተመለከተ፣ ከGOSI ጋር ከክፍያ ጋር የተያያዘ ነው።.

17. ለምንድነው የተመዘገቡት ሳውዲዎች ቁጥር ከብሄራዊነት ፐርሰንት የተለየ የሆነው?

የ GOSI ያላቸው የሳዑዲ ዜጎች ቁጥር በመመዝገቢያ ላይ ብቻ የሚወሰን ሲሆን የብሔር ብሔረሰቦች በመቶኛ ግን ለ GOSI በመደበኛ ክፍያ ላይ የተመሰረተ ነው.

16. ግለሰቡ ከአንድ በላይ ማቋቋሚያዎችን በአንድ ጊዜ በመሥራት በብሔራዊ ደረጃ በመቶኛ ተቆጥሯል?

የደንበኝነት ተመዝጋቢው, በተመሳሳይ ጊዜ ከአንድ በላይ ማቋቋሚያ እየሰራ ያለው, በሰው ሀብት እና ማህበራዊ ልማት ሚኒስቴር መስፈርቶች መሰረት ተመዝጋቢው በመጀመሪያ የተመዘገበው ለመጀመሪያው አሠሪ ብቻ ይቆጠራል.

15. አካል ጉዳተኞች በብሔራዊ ደረጃ መቶኛ እንዴት እንደተመዘገቡ እና እንደሚቆጠሩ?

  • አካል ጉዳተኞች በ GOSI እና በሀገር ውስጥ ጉዳይ ሚኒስቴር መካከል ባለው አውቶማቲክ ግንኙነት መመዝገብ ይችላሉ። ስለዚህ የአካል ጉዳተኞች መቶኛ በተለይ እነሱን መመዝገብ ሳያስፈልግ በራስ-ሰር ይቆጠራሉ።.
  • አካል ጉዳተኛው በዜግነት በአራት ሰዎች ሊቆጠር የሚችለው የአካል ጉዳተኞች ቁጥር ከጠቅላላው የሳዑዲ አረቢያ ሠራተኞች ቁጥር ከ10 ሰው የማይበልጥ ከሆነ ብቻ ነው። የአካል ጉዳተኞች ቁጥር ከተጠቀሰው መቶኛ በላይ ከሆነ፣ አንድ አካል ጉዳተኛ እንደ አንድ ሰው ብቻ ይቆጠራል።.

14. በአንድ የንግድ መዝገብ ስር በተለያዩ ዘርፎች ለሚሰሩ ኩባንያዎች የብሄራዊነት መቶኛ እንዴት ይሰላል?

ተቋሙ በእንቅስቃሴው ወደ ገለልተኛ አካላት እንደሚከፋፈል እያንዳንዱ እንቅስቃሴ በተናጥል ይከናወናል። በማንኛውም እንቅስቃሴ ውስጥ ለእያንዳንዱ መጠን ለምርጥ፣ አረንጓዴ እና ቀይ የተለያዩ የብሔር ብሔረሰቦች መቶኛ ተወስኗል። እያንዳንዱ ቅርንጫፍ በንዑስ መመዝገቢያ ስር መሆን አለበት እና እያንዳንዱ ቅርንጫፍ የተለየ የማቋቋሚያ ቁጥር ሊኖረው ይገባል. ድህረ-ገጹ የደንበኛውን ማቋቋሚያ ቁጥር እና የቅጥር ቁጥሩን በማስገባት ደንበኛው ከተገልጋዩ ማቋቋሚያ ቁጥር ጋር ለተያያዙ አካላት ሁሉ በራስ ሰር ይለያል። ከዚያም ድረ-ገጹ ለደንበኛው የእያንዳንዱን አካል መጠን፣ የሰራተኞች ብዛት እና ትክክለኛው የብሔራዊ ደረጃ የመድረክ መቶኛ ያቀርባል። እንዲሁም ደንበኛው ትክክለኛውን መቶኛ ከሚፈለገው መቶኛ ጋር እንደ እንቅስቃሴው እና መጠኑ እንዲያወዳድር ያስችለዋል.
