1345 AH (1927 AD)

King Abdulaziz, may Allah rest his soul, issued the basic instructions of the state at the beginning of the foundation of Saudi Arabia, including the general rules for the regulation of its personnel.

1347 AH (1929 AD)
  • Saudi Arabia to establish a 'Central Personnel Monitoring Unit' for the first time.
  • Distribution of General Service posts at three levels.
  • Creation of a post of (Registrar) in the Office of the Public Prosecution Office to be responsible for maintaining and documenting the records of State employees.
1350 AH. (1932 AD)

Issuance of the Personnel (Government Employees) Law was the first real civil service law in the Kingdom of Saudi Arabia. The law included new principles and rules not contained in the previous directives.

In 1358 AH (1939 AD)

Came into being centralized management of the affairs of personnel within the formations and the Ministry of Finance called the name of (Office of the Government Employees and Returns Prescribed)

1364 AH (1945 AD)
  • The first law for civil servants was issued under the name "General Personnel Law".
  • The name of "Office of the Government Employees and Returns Prescribed" was changed to "Personnel and Retirement Bureau."
1373 AH. (1953 AD)

The Council of Ministers of Saudi Arabia was established, and one of the provisions of its regulation stated: "The General Personnel Bureau shall be responsible for monitoring the application of regulations and instructions on personnel matters as a competent body."

1380 AH. (1960 AD)
  • Creation of the Saudi Ministry of Labor and Social Affairs.
  • The Ministry is concerned with community development, community committees, provincial councils, centers, immigration, youth welfare, family and cooperative associations.
  • The Ministry's goals were set as follows:

 

First: Formulate social and labor policies within the framework of the values, principles and regulations in force in Saudi Arabia.

Second: Planning and implementation of projects.

Third: To contribute to a balanced social development in the Kingdom aimed at raising citizens' awareness, improving their standard of living and creating the elements of a dignified life for them within the framework of preserving their spiritual and moral values, and strengthening them to build an integrated and uplifting society.

1383 AH. (1963 AD)

The Council of Ministers issues a decree to:

  • Develop the General Personnel Bureau.
  • Identify general areas of competence.
  • Raise the rank of the Head of the Bureau to the rank of Minister, and directly link him to the Prime Minister.
1385 AH. (1965 AD)

Issuance of Royal Order for Transfer of Responsibility for Supervising and Auditing Public Institutions to the General Personnel Bureau.

1389 AH (1969 AD)

The new organizational structure of the Personnel Bureau was issued as a body that oversees the affairs of civil servants in all government agencies in Saudi Arabia.

1397 AH (1977 AD)

Issuance of Royal Decree No. (M/48) establishing the Civil Service Council and approving its law.

Under this Decree, the civil service has become an independent legislative body headed by the Prime Minister, and one of its most prominent responsibilities are:

  • Formulation of public policy for the civil service.
  • Developing plans and programs to implement them.
  • Issue executive regulations concerning the affairs of its personnel.
1398 AH (1978 AD)
  • The name of the Personnel Bureau shall be changed to the General Civil Service Bureau.
  • Royal Decree No. (M49) approving a new law called the Civil Service Law.
  • The Council of Ministers issued a resolution to enforce the rules of the civil service law to employees of public institutions in the Kingdom.
1420 AH. (2000 AD)

Issuance of Royal Decree No. (A/28) establishing the Ministry of Civil Service to replace the General Civil Service Bureau.

1425 AH. (2005 AD)

Issuance of Council of Ministers’ Resolution No. (27) with the separation of the Ministry of Labor from Social Affairs and dividing it into two separate ministries:

  • Ministry of Labor (responsible for all activities related to labor and workers’ affairs).
  • Ministry of Social Affairs (responsible for social affairs activities).
1436 AH. (2016 AD)

Issuance of Royal Decree No. (A/133) merging the Ministries of Labor and Social Affairs into a single ministry (the Ministry of Labor and Social Development).

1441 AH (2021 AD)

Issuance of Royal Decree No. A/455, merging the Ministries of (Civil Service), and (Labor and Social Development) and amending the name to read: Ministry of Human Resources and Social Development.
