
H.E. Minister of Labor and Social Development (MLSD) Dr. Ali bin Nasser al-Ghafis commended the Council of Ministers’ approval on a new project strategy aiming to activate nonprofit organizations and facilitate establishment of non-profit institutions.
He clarified the project comes as part of the ministry’s initiatives under the National Transformation Program 2020, aiming to increase gains of the nonprofit sector in terms of social and economic development, activate the role of sector, expand its growth along with human capital and financial resources, build capacity of its workers and raise its contribution to the gross domestic product (GDP).
Empowering the non-profit sector will facilitate procedures related to setting up of specialized charitable entities in several development fields that have high priority, enhance performance indicators aiming to expand the number of entities that meet the national development needs, al-Ghafis said.
He added it also attempts to empower the concept of social investment and its applications in the non-profit sector and ease contracting procedures between governmental entities and the sector in order to assign services to NPOs, in addition to provision of surveys and data with measuring economic and social impact of the undertaken projects that ensure the growth of sector.
It enhances roles played by other governmental entities in establishing charitable entities, adopting their own performance indicators to cooperate with the MLSD, spreading awareness of the non-profit sector and voluntary work among the society and other related entities, as well as ensuring coordination among these entities, the minister of labor and social development explained.
The project seeks to lay out mechanisms, procedures and governance that help implement initiatives, plans and strategies in the sector, as well as supervise performance of NPOs, their internal operations, financing and outcomes, al-Ghafis said as well.
Al-Ghafis emphasized the ministry is working under its strategy to empower the nonprofit sector as per Saudi Vision 2030 and NTP 2020 through a number of motives including legal framework, databases, technology, human resources, integration and coordination, societal support (voluntary work), sustainable financial resources, protection and governance.
He concluded the ministry is activating these initiatives through forming effective partnerships among the government, private and non-profit sectors in order to achieve the social responsibility for individuals and organizations, alike.
