The Ministry of Human Resources and Social Development (HRSD) has started today, Sunday, December 1, 2024, the implementation of the third phase of the decision to adopt the electronic documentation service for contracts related to the localization of operation and maintenance in government entities through the "Qiwa" platform. This service is part of the comprehensive suite of services provided by the Ministry via its official website and affiliated platforms.

The decision will be applied to all establishments contracted with government entities or companies in which the government has a stake of at least 51%. This includes contracts for operation and maintenance, city cleaning, road operation and maintenance, catering, and IT operation and maintenance. The decision mandates that establishments with contracts falling under this category upload data related to these contracts to the "Qiwa" platform through the 'Localization of Operation and Maintenance Contracts' service.

The decision aims to monitor the localization of operation and maintenance contracts in public sector entities, assess the extent to which establishments adhere to the targeted localization rates, and support the Ministry's efforts to increase job opportunities for Saudi men and women.

It is noteworthy that the Ministry of Human Resources and Social Development issued a decision in July 2023 to adopt the e-service of contract attestation for the initiative to localize operations and maintenance in government entities, as part of the digital services provided by the ministry through the "Qiwa" platform. The first phase of the decision commenced on December 1, 2023, targeting large establishments with 3,000 or more employees. Subsequently, the second phase was launched on June 1, 2024, applicable to medium-sized establishments with 500 to 2,999 employees. This decision constitutes a part of the ministry's package of decisions aimed at developing and enhancing the labor market.
