Tomorrow, Friday (December 1, 2023), the Ministry of Human Resources and Social Development will commence the implementation of the first phase of the decision to adopt the documentation service for the localization initiative of operation and maintenance contracts in public entities as an electronic service. This falls under the electronic services provided by the ministry through the "Qiwa" platform. This phase specifically applies the decision to giant establishments. The second phase of the decision will include large establishments starting from June 1, 2024, and the third phase will commence on December 1, 2024, covering all other establishment sizes. The decision aims to monitor the localization of operation and maintenance contracts in public entities, the commitment of establishments to the targeted localization percentages in those contracts, and to support the ministry's efforts to increase the participation of Saudi men and women in the labor market.

The decision will apply to establishments contracting with government entities and companies in which the state holds a stake of not less than 51%. It includes contracts for operation and maintenance, city cleaning, road operation and maintenance, catering, and information technology operation and maintenance contracts. The decision obliges establishments with operation and maintenance contracts with public entities to upload the data of these contracts on the "Qiwa" electronic platform through the localization service for operation and maintenance contracts.

In July of last year, His Excellency the Minister of Human Resources and Social Development, Engineer Ahmed bin Sulaiman Al-Rajhi, issued a ministerial decision to adopt the documentation service for the localization initiative of operation and maintenance contracts in public entities as an electronic service, within the electronic services provided by the ministry through the "Qiwa" platform.
