The Ministry of Human Resources and Social Development has signed two tripartite memoranda of Understanding (MoUs) with the Ministry of Industry and Mineral Resources and the Ministry of Transport and Logistics Services, in collaboration with the Human Capability Development Program.
The agreements were concluded on the sidelines of the Human Capability Initiative Conference 2025, with the aim of supporting the implementation of the “Skills Accelerator” initiative targets within priority sectors.

The signing ceremony was held under the patronage of His Excellency Dr. Abdullah bin Nasser Abuthnain, Vice Minister of Human Resources and Social Development for Labor, with the participation of His Excellency Dr. Abdullah Al-Ahmari, Assistant Minister of Industry and Mineral Resources, and His Excellency Dr. Rumaih bin Mohammed Al-Rumaih, Deputy Minister of Transport and Logistics Services.

The two agreements aim to enhance integration among government entities in the development of skills and the implementation of training programs by leveraging shared enablers—most notably, the Unified Digital Skills Platform. The agreements also include collaboration in conducting studies and developing relevant indicators related to human capability development, particularly international indicators linked to sectoral accelerator initiatives.

The Ministry of Human Resources and Social Development was represented in signing on the agreement concluded with the Ministry of Industry by Dr. Ahmed bin Abdullah Al-Zahrani, Deputy Minister for Skills and Training. Representing the Ministry of Industry was Eng. Faris Al-Saqabi, Deputy Minister for Human Capability Development, while Dr. Badr Al-Rais, Executive Director of Support and Implementation, represented the Human Capability Development Program.

In the second agreement, the Ministry of Human Resources and Social Development was represented by Mr. Hatem bin Saleh Al-Ballaa, Assistant Deputy Minister for Skills and Training. Representing the Ministry of Transport and Logistics Services was Dr. Abdullah Al-Abdulkarim, Advisor to the Deputy Minister for Human Capability Development, alongside Dr. Badr Mohammed Al-Rais, who also represented the Human Capability Development Program.

This step reflects the continued efforts of government entities to build strategic partnerships that support the development of national competencies and align training outcomes with labor market needs, thereby contributing to the achievement of Saudi Vision 2030 objectives.
