His Excellency Eng. Ahmed ibn Sulaiman Al-Rajhi, Minister of Human Resources and Social Development, issued a decision to adopt the regulations of non-governmental social establishments for persons with disabilities, as well as the regulations of social and professional programs for persons with disabilities, after making several amendments to the provisions of the two regulations, which aim to ensure the integration and empowerment of persons with disabilities and raise the level of services provided to them, as these amendments begin to be applied as of 5 Rabi' Al-Awwal 1446 AH corresponding to 8 September 2024 AD.


The most prominent amendments to the regulations of non-governmental social establishments for persons with disabilities included an expansion in the classification of establishments providing social services to ensure that the service reaches all beneficiaries, and the permissibility of providing services to persons with disabilities from other government agencies (such as health and education) in social establishments, in addition to regulating the supervisory role in cooperation with the relevant authorities through the issuance of a quality certificate approved by the General Authority for Standardization and Metrology.

The most prominent amendments to the regulations of the social and professional programs for persons with disabilities included the standardization of labels and the definition of a person with disability in accordance with the law of rights of persons with disabilities, in addition to the ministry's supervision of services provided to persons with disabilities from the private and non-profit sectors, and the determination of the controls of the eligibility of a person with disability for financial support, in addition to the development of a set of programs aimed at developing the skills of persons with disabilities. The Ministry of Human Resources and Social Development had earlier held a workshop targeting persons with disabilities and their families, with the aim of obtaining their views on the amendments. The workshop was attended by about 380 beneficiaries in the Riyadh region. It also organized other workshops in the rest of the Kingdom through video communication technology, as well as a workshop to seek opinions and views on the regulation of non-governmental social facilities for persons with disabilities, attended by 234 investors and those interested in providing services to persons with disabilities from the private and non-profit sectors.

It is noteworthy that the Ministry of Human Resources and Social Development seeks through this decision to empower persons with disabilities and provide them with all the facilities and tools that help them achieve success and invest the potential energies commensurate with their abilities and potentials.
