The Ministry of Human Resources and Social Development announced that the second phase of the localizing consulting services professions has entered into force by 40%, as of 25/03/2024 AD. The Ministry of Human Resources and Social Development explained that it will follow up and implement the decision in its second phase to raise the level of participation of Saudis in the labour market, in partnership with the Ministry of Finance, the Local Content and Government Procurement Authority, Government Expenditure and Projects Efficiency Authority, and the Human Resources Development Fund "Hadaf", in line with the requirements of the sector and the labour market.

Private sector enterprises can benefit from the incentives and support programs provided by the Human Resources and Social Development System to help enterprises employ Saudis, which include: "Supporting the recruitment process and searching for suitable workers, supporting the necessary training and qualification process, supporting the recruitment process and job continuity, in addition to priority access to all available Saudisation support programs and support and employment programs through the Human Resources Development Fund (Hadaf)."

The Ministry of Human Resources and Social Development issued a procedural guide detailing the details of Saudisation and the required occupations and percentages on its website, stressing the need for establishments to comply and abide by the provisions to avoid the statutory penalties that will be applied to violators.
