On Saturday, June 1, 2024, the Ministry of Human Resources and Social Development will begin implementing the second phase of the decision to approve the service of documenting contracts for the Operation and Maintenance Localization Initiative in public entities as an electronic service, within the electronic services provided by the Ministry through the "Qiwa" platform, as this phase includes the application of the decision to major establishments.

The third phase of the decision will include all other sizes of establishments, starting December 1, 2024 AD.

The decision aims to monitor the localization of operation and maintenance contracts in public entities, as well as the extent to which establishments commit to the targeted localization rates in those contracts, while also supporting the ministry's efforts to increase opportunities for Saudi men and women to participate in the labor market. 

The decision will apply to establishments contracting with government agencies and companies in which the state contributes at least 51%, and includes contracts for operation and maintenance, city cleaning, road operation and maintenance, subsistence, and information technology operation and maintenance contracts. The decision obligates establishments that have operation and maintenance contracts with public entities to upload the data of these contracts on the “Qiwa” electronic platform through the operation and maintenance contracts localization service.

In July of last year, His Excellency the Minister of Human Resources and Social Development, Engineer Ahmed bin Sulaiman Al-Rajhi, issued a ministerial decision approving the service of documenting contracts for the operation and maintenance localization initiative in public entities as an electronic service, within the electronic services provided by the ministry through the “Qiwa” platform.
