The Ministry of Human Resources and Social Development, in collaboration with the Ministry of Health, has announced the commencement of the first phase of implementing the decision to raise the Saudization rates for four healthcare professions in the private sector, starting on Thursday, 19 Shawwal 1446 AH, corresponding to April 17, 2025, in accordance with the approved definitions and professional titles.

This decision comes as part of the joint efforts of both ministries to enhance the participation of national talents in the labor market and to provide productive and motivating job opportunities for Saudi men and women across the Kingdom, in support of the objectives of the Labor Market Strategy and the Health Sector Transformation Program.

The decision targets the Saudization of the following professions: Radiology at 65%, Clinical Nutrition and Physical Therapy at 80%, Medical Laboratories at 70%, It also sets the minimum monthly wage at SAR 7,000 for specialists and SAR 5,000 for technicians.

The first phase of decision applies to all establishments employing at least one worker in the main cities of: (Riyadh, Makkah, Madinah, Jeddah, Dammam, and Khobar. It also applies to large and mega establishments in other regions of the Kingdom. The second phase of implementation is scheduled to commence on October 17, 2025, and will include all remaining establishments across various regions of the Kingdom.

The Ministry of Human Resources and Social Development confirmed that procedural guides have been published on its official website to clarify the details of the decision and the required nationalization rates. The Ministry urged all establishments to comply with the implementation in order to avoid the statutory penalties imposed on violators.

This decision comes as a continuation of efforts to nationalize health professions, with the Ministry of Health overseeing the implementation of the decision in a manner commensurate with the needs of the labor market. Private sector establishments will also benefit from the support programs and incentives provided by the Human Resources and Social Development system, which include support for recruitment, training, qualification, employment, and job retention processes, in addition to priority access to nationalization support programs and the Human Resources Development Fund “Hadaf” programs.
